Description
The City seeks qualified firms for an on-call pool covering municipal engineering and technical services, with assignments authorized through individual task orders. The scope spans civil, transportation, water and wastewater, structural, mechanical, electrical, and geotechnical engineering; surveying and GIS; environmental compliance; materials testing and inspection; development and peer review; and construction management, grant support, and alternative project delivery. Firms may qualify for one or more service categories. The City may select multiple firms, and selection does not guarantee task orders or a minimum amount of work. The SOQ must include a one-page cover letter and up to 18 pages addressing the evaluation criteria, excluding resumes but including the organizational chart. Resumes for key team members may be up to two pages each and should be included as an appendix. The criteria request firm and team qualifications, comparable project experience and references, proposed subconsultants, and the firm's understanding and approach. The solicitation also requires a certifications signature page, a notarized non-collusion affidavit, a consultant signature page, and a photocopy of an Arizona State Civil Engineer's License. The contract form describes a five-year term, with up to two renewals of two years each, subject to City Council concurrence.
