Description
The Calcasieu Parish Police Jury is seeking a contractor to provide emergency monitoring and inspection services for traffic control device damage assessments and sign reinstallation or replacement activities throughout Calcasieu Parish. The contractor will monitor the damage-assessment and replacement contractors, inspect completed work, manage the Parish's OpenGov or current asset-management system, review billing, provide daily activity summaries, support scheduling and routing, and maintain documentation required for FEMA and FHWA reimbursement. The contractor must mobilize within 24 hours of activation, provide five personnel to oversee damage-assessment progress and ten personnel for reinstallation/replacement inspections, and maintain at least one FEMA Grants Manager and personnel familiar with OpenGov. The contractor must coordinate with other disaster-response contractors, avoid conflicts of interest, attend a kickoff meeting within 45 days of award, and participate in an annual pre-planning workshop or training exercise if requested. Proposals are evaluated on experience, capacity, staffing and response timelines, and price. The initial agreement runs through December 31, 2027, with four successive one-year renewal periods. Payment and performance bonds of at least $50,000 each are required upon contract activation, and extensive workers' compensation, general liability, automobile, umbrella/excess, and professional liability insurance is required.
