Description
The Calcasieu Parish Police Jury is soliciting proposals for a pre-disaster agreement covering the supply, reinstallation, and replacement of traffic control devices on the parish roadway system after disaster events. The contractor must provide labor, equipment, materials, qualified supervision, documentation, and coordination with the Parish and other disaster-recovery contractors. Work includes Priority 1 and Priority 2 signage, including stop, yield, warning, speed-limit, directional-arrow, and chevron signs, as well as associated posts and hardware. The contractor must use the Parish's OpenGov asset-management system, document completed work with photographs and notes, comply with applicable Parish, Louisiana Department of Transportation and Development, and Manual on Uniform Traffic Control Devices standards, and maintain specified Priority 1 inventory. The contractor must be able to mobilize within 48 hours of contract activation with ten two-person installation teams and provide a 24/7 emergency contact during activation. Proposals must address experience, capacity, staffing, response timelines, references, and pricing through the provided Price Proposal Form. A Louisiana contractor's license in Highway, Street, and Bridge Construction and/or Limited Specialty Services is required. Payment and performance bonds of $50,000 each are required at contract activation, and insurance requirements apply before work begins.
