Description
The City of Palo Alto Utilities is soliciting proposals for an enterprise-grade, fully cloud-hosted software suite covering electric outage management, high-voltage switching order authoring and execution, and electronic control-room logging. Required capabilities include planned and emergency outage coordination, safety interlocks and step validation, digital tagging and clearance management, real-time execution tracking, shift turnover workflows, immutable audit trails, and reliability metrics such as SAIDI, SAIFI, and MAIFI. The solution must provide native two-way synchronization with California Independent System Operator and Reliability Coordinator West systems without third-party middleware, support NERC and WECC compliance tracking, and meet specified cloud security, availability, backup, disaster recovery, access-control, and single-sign-on requirements. The selected vendor will provide licensing or SaaS subscription, secure hosting, configuration, asset ingestion, integration and testing, user acceptance testing, training, documentation, approximately 800 implementation service hours, and continuous 24/7 support and maintenance for a five-year term.
