Description
The Department of the Navy is conducting market research for Pacific Greenfield, an initiative to establish theater-scale advanced manufacturing capabilities on Oahu, Hawaii. The effort seeks concepts for planning, designing, constructing, operating, and maintaining industrial-scale manufacturing and structural fabrication facilities that can produce critical components, subassemblies, structural parts, and bespoke replacements for defense and broader government needs. Responses should address proposed concepts, use of existing Navy non-excess property, site and utility requirements, resilient power and infrastructure, digital qualification and certification processes, financing and acquisition models, development timelines, risks, partnerships, environmental and circular manufacturing systems, and workforce development. Relevant capabilities may include metals, material feedstock recycling and processing, electronics and wiring, composites, large-format structural printing, grid-interactive storage, waste-heat capture, and pyrolysis. This is an RFI and not a solicitation; the Government will not award a contract or guarantee future procurement based on responses. Responses are limited to 20 pages and 15 MB.
