Description
The University of Kentucky seeks a contractor to provide a secure, scalable, auditable analytics platform and related services for KYRx, a public-sector pharmacy benefits coalition. The contractor will aggregate, validate, normalize, and analyze multi-year pharmacy claims data from multiple clients and pharmacy benefit managers (PBMs), integrating medical claims and eligibility data where available. The work includes ongoing PBM contract and pricing validation, drug-cost and savings analysis, payment-integrity and fraud, waste, and abuse analytics, pharmacy/medical claims integration, pharmacogenomic analysis, forecasting and predictive modeling, legislative impact analysis, and client- and coalition-level reporting. The proposal should explain the solution, implementation and onboarding approach, data sources and dependencies, service model, security and privacy safeguards, and pricing. Proposals must include a technical proposal and a separately sealed financial proposal. The contract is for one year, renewable for up to four additional one-year periods. Kentucky-located vendors are encouraged, and a reciprocal preference applies to qualifying Kentucky resident offerors; an offeror claiming Kentucky residency must submit a notarized affidavit with its proposal.
