Description
The City of Solvang is soliciting a turnkey advanced metering infrastructure solution for its water utility. The selected contractor will provide system design, procurement, installation, testing, commissioning, training, documentation, and ongoing support to transition the City from its existing Sensus-based automated meter reading system to a fixed-network AMI system. The scope covers approximately 2,220 existing meters and requires evaluation of meter compatibility, maximum feasible reuse, phased AMR/AMI operation, or complete meter replacement where justified. The contractor must design and install the fixed communications network, including data collector units, backhaul communications, network management systems, endpoints, software, head-end and data-management tools, cybersecurity measures, and integration with the City's Tyler Technologies Incode billing platform. The system must support at least a 98 percent read-success rate, hourly or more frequent data collection, reliable service-area coverage, future smart-water devices, leak detection, customer usage access, and City ownership and exportability of system data. Proposals must include an executive summary, company qualifications and key personnel, at least three comparable municipal water AMI references, technical and meter-compatibility approaches, an implementation plan, detailed cost proposal, five-year total cost of ownership, ten-year lifecycle projection, and identified exceptions or assumptions. Optional pricing is requested for a customer engagement platform.
