Description
Oswego County is seeking a contractor to provide door-to-door transportation for residents aged 60 and older participating in the Social Adult Day Program. Services include scheduled morning trips to Silver Fox Social Club in Baldwinsville and afternoon return trips, passenger assistance, coordination and dispatch, wheelchair boarding and securement, GPS and vehicle communications, trip documentation, monthly utilization reporting, invoicing, and coordination with the County Office for the Aging. Transportation will occur Monday through Friday during normal working hours, using standard passenger vans and wheelchair-accessible vehicles as needed. Vehicles must meet applicable state and federal requirements and be clean, inspected, maintained, smoke-free, and safe. Drivers must pass criminal background checks, hold New York licenses with clean DMV abstracts, and be CPR-trained with first-aid kits available. The contractor must provide monthly and annual reporting, support centralized scheduling, and participate in local transportation planning. The initial contract term is January 1, 2027, through December 31, 2027, with two possible one-year extensions. Proposers must submit vehicle-based rates for standard passenger and wheelchair-accessible transportation, additional mileage, and an annual contract maximum. The proposal must include firm information, references, relevant experience, service approach, staffing and resumes, implementation schedule, budget, and additional information, along with the required county forms and certifications. A certificate of insurance is required before work begins, and the solicitation specifies commercial general liability, automobile liability, umbrella, workers’ compensation, disability, and professional liability coverage requirements.
