Description
The City of Reading is soliciting bids for approximately 20,000 gallons per year of 25% sodium hydroxide for odor-control operations at its wastewater treatment plant. The chemical may be delivered in bulk loads of at least 4,000 gallons or, if the bulk delivery system fails, in 275-gallon totes. Deliveries must generally occur Monday through Friday between 8:00 a.m. and 2:00 p.m., within five calendar days of an order, and must include a certificate of compliance and an SDS or MSDS with each delivery. The supplier must unload bulk product, provide driver safety equipment, address spills and delivery-point safety, visit the site before the first delivery, and conduct two Pennsylvania Department of Environmental Protection-approved safety-training sessions annually. The contract is scheduled for January 1, 2027, through December 31, 2028, with two additional one-year renewal options. Bidders must provide pricing, proposed terms and services, shipment point of origin, a sample certificate of insurance, a 10% bid bond or other permitted bid security, and the listed bid forms and certifications. The solicitation requires general, automobile, umbrella/excess, workers’ compensation, employer’s liability, and pollution liability coverage.
