Description
The Lehigh County Conservation District is soliciting bids for restoration of approximately 1,500 feet of Little Lehigh Creek. The work includes streambank grading and stabilization, in-stream fish habitat structures, riparian forest buffer installation, landscaping, debris removal and off-site disposal, erosion and sediment control, trail closure signage, construction fencing, and related site improvements. Contractors must comply with applicable Pennsylvania Department of Environmental Protection and U.S. Army Corps of Engineers requirements, County Conservation District erosion and sediment control measures, PADEP Chapter 102 regulations, grant requirements, and Pennsylvania prevailing-wage requirements. Bidders must document at least three successful stream restoration projects incorporating natural stream design or fluvial geomorphology principles that maintained construction integrity for at least three years, including dated photographs, locations, and references. The submission must include the completed bid forms, a detailed budget, documented relevant experience, a 10% bid bond, consent of surety with power of attorney, and the required non-discrimination and non-collusion affidavits. The selected contractor must provide 100% performance and payment bonds and required insurance before contract execution or commencement, as applicable. Construction may mobilize beginning June 8, 2027; in-stream work is restricted to June 15 through September 30, 2027, and all construction must be completed by September 30, 2027.
