Description
The Department of Veterans Affairs is soliciting a firm-fixed-price contractor to provide certified personnel, labor, equipment, tools, and materials for underground storage tank compliance services at the Phoenix VA Health Care System. The scope covers annual automatic tank gauge certification, inspections, line leak detector and line tightness testing, triennial spill-bucket, containment-sump, and overfill-prevention testing, ADEQ documentation packages, compliance reporting, deficiency reports, and updated checklists for three emergency diesel-storage USTs. Emergency repairs, troubleshooting call-outs, and additional reports are also included as contract line items. The contractor must be an ADEQ-certified service provider, use personnel with active ADEQ certifications, and demonstrate at least three years of verifiable UST testing experience. Work must comply with ADEQ requirements, Arizona Administrative Code provisions, EPA 40 CFR Part 280, NFPA 30/30A, and VA environmental, safety, and fire-protection policies. The base period is 12 months with four additional 12-month option periods, for a potential five-year term. The solicitation requires technical and experience narratives, current ADEQ qualification certificates, past-performance information, pricing, required federal certifications, and separate redacted and unredacted technical proposal files.
