Description
The U.S. Army is conducting market research to identify a single vendor or qualified sources capable of restoring and modernizing the Petroleum Quality Analysis System-Enhanced (PQAS-E), a mobile laboratory used to test kerosene-based military mobility fuels and aviation turbine fuels. The requirement includes replacement analytical instrumentation that integrates with the existing PQAS-E shelter, workstation, computer data acquisition subsystem, power constraints, physical dimensions, documentation standards, and laboratory workflow. The requested equipment includes an automated mini cloud and pour point analyzer meeting ASTM D7346 and ASTM D7689; an X-ray fluorescence sulfur analyzer meeting ASTM D4294; and a PQAS-T7 automated titration system for acidity, water content, and fuel chemistry verification. The complete requirement also includes accessories, sample cells and consumables, UPS power protection, installation, setup, calibration, verification, preventative maintenance, operator familiarization or training, documentation, shipping, and incidental support. Respondents must state whether they can provide the entire requirement or identify the specific items, components, and services they can furnish, along with company, socioeconomic, contract-vehicle, technical-capability, delivery, and country-of-origin information. The capability statement may not exceed five pages.
