Description
The Department of Veterans Affairs is soliciting a single-award, firm-fixed-price IDIQ contract for a fully integrated chemistry and immunochemistry laboratory automation solution using a cost-per-reportable-result pricing model. The contractor must provide new chemistry and immunochemistry analyzers, total laboratory automation, middleware, interfaces, software, reagents, calibrators, controls, consumables, installation, configuration, validation, training, preventive and corrective maintenance, technical support, and equipment removal at contract end. The system must integrate with VA laboratory information systems and existing third-party instrumentation, support high-throughput testing and specimen management, and meet specified chemistry and immunochemistry throughput, turnaround-time, automation, storage, interoperability, FDA, CAP, CLIA, cybersecurity, and VA requirements. The contract has a five-year ordering period, a guaranteed minimum of $10,000, and a maximum aggregate ordering ceiling of $45,000,000. Evaluation will use a best-value tradeoff based on technical capability, past performance, and price, with technical capability and past performance significantly more important than price. Proposals must include technical capability, past performance, and price volumes; past performance requires at least three recent and relevant references involving chemistry automation systems with at least three years of service.
