Description
The U.S. Army is conducting market research for scalable, turnkey portable power generation and distribution support for a contingency troop staging platform beginning at 2,000 personnel and capable of surging to 6,500 personnel. The anticipated initial performance location is Schofield Barracks on Oahu, with the capability to mobilize and sustain power-generation assets at additional Army installations throughout Hawaii, including Pohakuloa Training Area on Hawaii Island. Respondents are asked to address four potential courses of action: commercial equipment lease; outright equipment purchase; lease with contractor-provided maintenance and operations support; and purchase with contracted maintenance and depot support. Requirements may include generators, switchgear, transformers, distribution cabling, installation and grid paralleling, fuel tanks, 24/7 wet-hose fueling, preventive maintenance, emergency repairs, spare-parts inventory, field service representatives, inter-island logistics, and rapid mobilization. Responses must include administrative and registration information, technical capability and logistics details, fuel compatibility with F-24/JP-8, staffing recommendations, and non-binding rough-order-of-magnitude pricing for baseline and surge configurations.
