Description
The County of Riverside, through its Housing and Workforce Solutions, Workforce Development division, is soliciting proposals for Layoff Aversion Services. The selected bidder(s) will work with at-risk businesses to prevent or minimize job losses by providing services such as business engagement, rapid response activities, operational analysis, and the implementation of strategies to avert layoffs. These services are crucial for supporting economic stability and retaining a skilled workforce within Riverside County, aligning with the requirements of the Workforce Innovation and Opportunity Act (WIOA). The scope of services includes proactive business outreach, early warning identification of business distress, on-site or virtual business assessments, strategy development for layoff aversion plans, and the coordination and delivery of interventions such as incumbent worker training, process improvement consulting, and assistance with financial resources. The selected provider(s) will be responsible for tracking all interactions, delivering regular reports, and ensuring compliance with all applicable federal, state, and local policies, including WIOA regulations. The estimated maximum annual budget per contract is $75,000, and the County anticipates awarding 2-3 contracts to multiple providers.
