Description
Metropolitan Tulsa Transit Authority, doing business as MetroLink Tulsa, is seeking a consultant to perform an independent compensation assessment. The work includes establishing baseline workforce and compensation conditions; benchmarking wages, salary ranges, progression, and competitiveness against 8–10 peer transit agencies; evaluating recruitment and retention drivers; identifying service-delivery impacts of staffing shortages; and developing up to three compensation improvement scenarios with staffing, service, and financial impacts. Required deliverables include an existing-conditions memorandum, peer benchmarking report and comparative salary matrix, workforce challenges and risk assessment memorandum, compensation scenario matrix with cost estimates, executive summary report, council presentation, and supporting graphics or infographics. The contractor must also provide project initiation materials, attend virtual biweekly progress meetings, and complete the work within 28 calendar days of the Notice to Proceed. Proposals must include a technical proposal, required forms and certifications, and a separate price proposal covering the base period and listed option pricing.
