Description
The Orange County Transportation Authority is soliciting proposals for turnkey management and operation of OC ACCESS paratransit services. The scope includes management, personnel, reservations and scheduling, dispatching, operations, insurance, data management and reporting, computer hardware and administrative software, and vehicles for driver relief and road supervision as necessary. The selected contractor will provide detailed transition, service operations, staffing, training, scheduling, safety, quality-control, data-reporting, vehicle and facility maintenance, and subcontractor-oversight plans. The agreement is anticipated to use fixed and per-trip rates, with a four-year initial term and two two-year option terms. Proposals must address extensive qualifications, references, financial condition, key personnel, policies, employee benefits, pricing, and required federal and state compliance forms.
