Description
Galveston County seeks qualifications from experienced firms for architectural, engineering, correctional planning, and related professional services to assess and plan potential expansion, renovation, reconfiguration, or phased development of its operational jail. The County has not yet determined the future project’s scope, size, budget, delivery method, or schedule, and selection does not guarantee a minimum amount of work. Potential services include facility and infrastructure assessment, operational needs programming, conceptual alternatives, preliminary project cost estimates, and planning for secure operations and continuity during work in an occupied facility. Respondents must demonstrate relevant detention-facility experience, including correctional programming, Texas jail standards and regulatory coordination, occupied-facility renovation or expansion, coastal and storm resilience, quality assurance, cost control, and coordination of engineering and specialty consultants. The Statement of Qualifications must include firm and team qualifications, comparable project experience, approaches to the requested services, workload and availability, and owner references. At least three comparable projects completed or substantially completed within the past ten years must be described. The County will evaluate qualifications without considering price at this stage; the selected firm may later negotiate fees and authorized services by phase.
