Description
Harris County seeks an experienced firm to provide on-call owner's advisor services supporting the Office of Sustainability's oversight of phased community solar and battery energy storage system projects on County-owned sites. The County has engaged two design-build developers to design, permit, procure, install, interconnect, and commission the assets; the advisor will support the County across the project lifecycle as assignments are authorized. Services may include owner representation and program coordination; design review; interconnection support; monitoring compliance documentation for federal investment tax credits; budget validation; risk assessment; construction quality observations and schedule and cost monitoring; acceptance and performance testing; and support for project documentation, turnover, and transition to long-term asset management. The projects are expected to proceed in tranches through 2029. Qualifications are evaluated for team expertise, relevant experience, approach, and project controls; references are requested but are not scored. No fees or prices are to be included with the initial qualifications submission.
