Description
Harris County seeks a vendor to migrate, modernize, implement, and support its Constable Precinct 4 internal business application. The work includes discovery and requirements validation; migration of historical records, documents, forms, workflows, user accounts, and permissions; configuration and testing; implementation, documentation, training, and change management; and ongoing maintenance and support. The application must provide document management and search, workflow automation, role-based access, auditing and analytics, and support at least 750 concurrent authenticated users. Production deployment must be on County-managed infrastructure within the County data center, remain intranet-only, and keep County data and backups on County-managed infrastructure. Proposals must address the technical and functional requirements, implementation approach, qualifications and experience, project team and resumes, training, pricing, cybersecurity controls, and legal documents. The County requests at least three relevant references. The solicitation anticipates one vendor award, allows up to four one-year renewal options, and requires a project management plan within ten days of award. A pre-proposal conference is scheduled for November 10, 2026; attendance is encouraged but not mandatory.
