Description
Harris County seeks proposals to furnish and install wrong-way detection systems across its toll road system, integrate them with the Traffic Management Center, and provide ongoing maintenance, emergency repairs, and system testing. The scope includes removal of existing systems; installation of cameras, fiber, electrical service, and related equipment; vertical gate maintenance; and weekly remote checks and monthly field testing. The vendor must maintain system readiness, respond to emergencies within specified timeframes, and provide equipment, labor, and technical support. Alternative detection technologies may be proposed if they meet the requirements. The initial contract period is one year, beginning on or about April 1, 2027, with four possible one-year renewal options. Proposals must include a quality assurance plan, detailed pricing, organizational and technical qualifications, personnel credentials, references, and required forms and supporting documentation. A bid bond or cashier’s check equal to 5% of the proposal is required. The solicitation also requires a performance and/or payment bond equal to 100% of the proposal after award.
