Description
The City of Lubbock is soliciting bids for 27 external-mount Vehicle Movement Area Transponders (VMATs) for airport ground vehicle tracking and surveillance. The scope includes furnishing all components, installing, programming, registering, activating, testing, and integrating the units into the FAA Surface Awareness Initiative environment, as well as planning, data collection, coordination meetings, FAA/ICAO/FCC approval applications, airfield mapping, documentation, acceptance testing, and 24/7/365 support. Runway Incursion Warning System equipment is expressly excluded. Proposed equipment must comply with FAA Advisory Circular 150/5220-26, FAA CertAlert 25-01, FAA Program Guidance Letter 24-01, FAA Surface Awareness Initiative requirements, FCC regulations, manufacturer requirements, and applicable laws. Bidders must submit equipment specifications, pricing for the total project and component activities, delivery timing, and hardware and installation warranty information. The procurement is federally funded and includes applicable Buy America, civil rights, disadvantaged business enterprise, debarment, and other federal requirements.
