The Town of Hebron, Connecticut is requesting proposals from qualified law firms to provide general legal services as Town Attorney and Land Use/Environmental Attorney. Firms may submit for one or both services, with preference given to firms that can provide most or all of the required services. The Town Attorney will provide legal advice and counsel to the Town Manager and Town Council on a variety of municipal matters, including contract review, ordinance drafting, FOIA compliance, real estate transactions, litigation management, and other general municipal legal matters. The Land Use/Environmental Attorney will handle matters related to zoning, planning, inland wetlands, and administrative appeals. The initial term of appointment is three years, with the possibility of subsequent two-year appointments. Proposals must include background information, attorney resumes, areas of expertise, approach to providing services, references, fee proposals including hourly rates and annual expense caps, cost containment suggestions, and a listing of any grievances filed against the firm or attorneys. The successful firm must provide evidence of Errors and Omissions Professional Liability insurance with limits of $2,000,000 per claim and aggregate, and must comply with the Town's hold harmless, non-discrimination, and conflict of interest requirements. Proposals must be submitted with an original, seven copies, and a flash drive, sealed and marked 'RFP Legal Services - RFP #2027-02', to the Town Manager's Office by 10:00 a.m. on September 18, 2026.
