Description
The West Virginia Department of Education, on behalf of the Office of Student Enrichment and Support, is soliciting an open-end contract for a secure online testing platform to administer three annual social studies assessments: the Grade 8 West Virginia History (Golden Horseshoe) assessment, the high school U.S. History exam, and the high school Civics exam. The platform must support WVDE-provided question banks, multiple assessment versions, automated scoring, individual and county-level reporting, CSV or Excel exports, secure lockdown-browser testing, role-based access, accessibility features, and compatibility with desktops, laptops, Chromebooks, tablets, Microsoft Office 365 single sign-on, and roster imports through secure file transfer. The scope includes implementation, configuration, data migration, training, deployment, annual licensing, technical support during testing windows, maintenance, reporting, audit logging, and compliance with FERPA and applicable privacy and accessibility requirements. The Grade 8 assessment must be operational by February 1, 2027, and the high school U.S. History and Civics assessments must be operational by September 1, 2027. Vendors must have at least three years of relevant K–12 online assessment experience, comparable implementations for at least three statewide education agencies or large school districts, and three current client references.
