Description
The City of Charleston is seeking a qualified contractor listed on the West Virginia Division of Highways Prequalified Contractors List to construct the Capital Connector Project along approximately 3.25 miles of Kanawha Boulevard East (US Route 60) and approximately 0.25 miles of Greenbrier Street. The work includes roadway lane reductions and pavement work; a shared-use bicycle and pedestrian path widened to as much as 16 feet; sidewalks, curb ramps, raised intersections, bumpouts, retaining walls, and curbs; drainage, bioswales, underdrains, erosion and sediment controls; utility coordination and relocations; traffic control; pavement markings and signage; traffic signal modifications; lighting and electrical work; landscaping; demolition; and site amenities such as overlooks, transit shelters, playground and exercise areas, bike facilities, restrooms, and related furnishings. The project is federally funded through a U.S. Department of Transportation RAISE grant and is subject to applicable federal, West Virginia, and City requirements, including Davis-Bacon prevailing wages, Buy America requirements, ADA/Section 504/PROWAG standards, environmental commitments, and federal-aid construction provisions. The contractor must maintain at least 30 percent self-performance under the applicable federal-aid requirements. The project is to be completed within 548 calendar days after the Notice to Proceed. A mandatory pre-bid meeting is required, and bids must be submitted electronically through BidExpress.com.
