Description
The West Virginia Higher Education Policy Commission, on behalf of the West Virginia GEAR UP Program, is soliciting proposals for a 24/7 virtual college-readiness mentoring service supporting up to 300 high school juniors and seniors in the Student Success Society. The program is intended to improve academic performance, high school graduation, postsecondary enrollment, knowledge of college options and financing, and academic, postsecondary, and social-emotional resilience. The selected vendor must establish a framework for evaluating program impact and work with GEAR UP evaluation staff to create student- and participant-level engagement reports suitable for upload to the program's research database. The vendor must also host an in-person program launch event on December 10, 2026, in Charleston, West Virginia, for all 300 participants and support the virtual opt-in process. Subsequent tutoring, advising, college and scholarship application assistance, and essay-writing support will be considered. Proposals must include qualifications, personnel and vetting information, relevant experience, work approach, quality assurance, technology, schedule, and at least three higher-education references. Technical and pricing submissions must be separated; the pricing submission must address 5,000 hours of digital mentoring and advising for up to 300 student accounts, include required travel, and provide pricing for additional hours.
