Description
The State of West Virginia, through the West Virginia Department of Transportation and Division of Motor Vehicles, is soliciting proposals to modernize its driver licensing system. The scope includes retiring the AAMVA Unified Network Interface platform and the existing mainframe driver’s license system, implementing a minimum viable product, adding enhanced driver-license capabilities, and replacing peripheral systems. A state option covers implementation of a vendor vehicle digital titling and registration system. The procurement also includes core and third-party software, SaaS subscriptions, application managed services, hosting, hardware and installation, cloud hosting services, and hourly professional services. Vendors must submit a completed cost workbook in Microsoft Excel format, provide ten years of pricing for subscriptions and managed services, enter milestone and anticipated delivery dates, and complete the rate sheet for proposed professional-service roles. The cost workbook identifies implementation deliverables such as project planning, design, development, testing, training, production readiness, data conversion, interfaces, security, and cutover to production.
