The City of Champaign is soliciting proposals from Licensed Asbestos Inspection Companies to perform National Emission Standards for Hazardous Air Pollutants (NESHAP) pre-demolition asbestos inspections at the Champaign Park Apartments complex. This complex consists of twelve 24-unit buildings and fifteen 12-unit buildings, totaling 492 units, with additional office, pool, and guard shack structures. The buildings are three stories with tile and mastic on the lower level and boiler heat. The City will arrange for contractors to open building access and the police department will ensure the buildings are unoccupied prior to the survey. The inspection reports must be submitted by August 28, 2026. Inspections must be conducted by an individual licensed by the Illinois Department of Public Health in accordance with the Illinois Asbestos Abatement Act and related codes. Destructive sampling is permitted as the homes are slated for demolition. A minimum of three samples will be taken for every homogenous area identified, following EPA rules and regulations. The testing laboratory must be NVLAP approved. Digital photos with a homogenous identifier will be provided for each area, along with a photo of the subject property. Reports must quantify asbestos-containing materials and include a completed State of Illinois Demolition/Renovation/Asbestos Project Notification Form.
