Description
The City of East Palo Alto is seeking a qualified organization or firm to administer and coordinate a Major Home Repair Program for eligible low-income homeowners and renters. Eligible work includes structural repairs, hazard mitigation, weatherproofing, roofing, electrical, HVAC, plumbing, ductwork, painting, lead remediation, accessibility improvements, water heaters, landscaping, windows, flooring, decks, and other major rehabilitation repairs. The program operator will conduct outreach and intake, reduce access barriers through translation and interpretation, coordinate qualified general contractors or subcontractors, manage repairs, and report program outcomes. The prime contractor may serve as project manager without holding all applicable California licenses, provided that contractors or subcontractors performing licensed work hold the required licenses and comply with applicable state requirements, including workers' compensation requirements. The program has a one-time $800,000 funding allocation, including $650,000 for direct repair services and no more than 15% for administrative costs. Grants may be up to $30,000 per household, with total costs capped at $34,500 per household. Proposals must include a signed cover letter, service and staffing plans, key personnel resumes, an itemized cost structure, outcomes and evaluation information, and at least three client references for similar work performed during the past five years. The proposal is limited to 12 one-sided pages, excluding resumes, and the budget must also be submitted in Excel or CSV format.
