Description
The Tehama County Transportation Commission and Tehama County Transit Agency Board is soliciting Statements of Qualifications from qualified architectural, engineering, and project management firms for the Red Bluff and Cottonwood Bus Shelter Installation Project. The anticipated project includes eight transit shelters and related passenger amenities at fixed-route transit stops, including benches, passenger information displays, lighting, concrete pads, accessible boarding and waiting areas, sidewalk or path connections, signage, and related site improvements. The selected firm will provide project kickoff and site verification; right-of-way, utility, permitting, ADA, drainage, grading, and traffic-control coordination; shelter layout and site design; plans, specifications, engineer's estimates, and a public-works bid package; bid advertisement and procurement support; construction administration; submittal, RFI, change-order, and pay-application review; field observation; punch-list, inspection, warranty, record-drawing, reporting, reimbursement, audit, and closeout support. The procurement uses qualifications-based selection, with cost excluded from initial ranking; the agency expects to negotiate scope and fees with the highest-ranked firm. The SOQ is limited to 20 single-sided pages, excluding specified items such as the cover letter, resumes, attachments, and required forms, and must address the firm's qualifications, staffing and work plan, at least three similar projects, references, resumes, organizational chart, and relevant funding and public-works compliance experience.
