Description
Lansing Board of Water & Light is seeking a qualified collection agency to collect delinquent electric, water, sewer, steam, chilled-water, and limited non-utility accounts that have generally been inactive for at least 60 days. Typical monthly volume is approximately 400 accounts with an aggregate value of about $175,000, including first- and second-placement accounts. The agency will receive account data electronically, conduct collection activities and credit reporting, manage settlements and payment arrangements, remit collected revenue, and provide account-status and performance reporting. Settlements generally may not be less than 80% of the amount due without BWL approval, while payment arrangements must collect at least 100%. The agency must comply with applicable laws, including the Fair Debt Collection Practices Act, maintain secure file-transfer capabilities, and have access to LexisNexis or similar verification and credit-reporting tools. Responses must include an executive summary, company qualifications and experience, three references, collection practices and work plan, reporting examples, system and interface capabilities, security information, and a transparent performance-based commission proposal. Respondents must also complete the required electronic bid attributes, submit the sworn and notarized Iran Economic Sanctions Act affidavit, provide the proposal and current TCIR and/or DART safety data, and complete the cybersecurity questionnaire. The interface requirements call for encrypted file transfers through BWL's Enterprise Service Bus, a secure FTP site, and cooperative testing before implementation. Implementation and testing must be completed by April 16, 2027, with go-live no later than May 1, 2027.
