The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole-source contract to the City of Minneapolis for contractor-owned and contractor-operated fire suppression and emergency response services at the Veterans Affairs Medical Center campus and assigned buildings. Services must be available 24 hours a day, seven days a week, and include responses to fire alarms, hazardous-material spills, confined-space rescues, elevator entrapments, and other fire or emergency calls, along with annual building inspections, fire watch, salvage and overhaul, and incident reporting. The contractor must provide at least four trained and certified professional firefighters, two fire pumper apparatus with minimum pumping capacity of 1,200 gallons per minute, rapid-response capability, hazardous-materials technicians and specialists, required personal protective equipment, mutual-aid agreements with at least two municipal fire departments, pre-fire planning, training, quality control, and compliance with applicable NFPA, OSHA, International Fire Code, and Minnesota requirements. This is a notice of intent to award sole source, not a request for competitive quotations; interested parties may submit a capabilities statement and responses to specified questions.
