Description
The City of Minneapolis, through its Office of Immigrant and Refugee Affairs within the Neighborhood and Community Relations Department, is seeking qualified consultants to provide immigration legal information and services to low-income Minneapolis residents. Services may include screening, brief consultations, full representation, removal defense, immigration court and Board of Immigration Appeals matters, federal-court relief related to immigration detention, affirmative immigration matters before United States Citizenship and Immigration Services and the Department of State, and ancillary immigration-related legal assistance. Providers may also conduct Know Your Rights sessions, outreach, referrals, and collaborative work with community-based and immigrant- and refugee-serving organizations. The City anticipates awarding multiple contracts. Total available funding is $396,478 for January 1, 2027, through December 31, 2027; no single organization is expected to receive more than $100,000, and up to six applicants may be selected. Annual renewals may extend the total term to three years, subject to funding. Administrative and overhead costs are capped at 15 percent, and at least 85 percent of the budget must be allocated to program staff. Applicants must submit a cover sheet, a project narrative of no more than 10 pages, and a budget and narrative. The project narrative must address organizational qualifications, service model, language access, partnerships, fiscal responsibility, staffing, project plan, anticipated clients and matters, and reporting. All proposal documents must be submitted as one PDF through the City's eSupplier Portal, although financial materials may be submitted separately if the file is too large.
