Description
The Georgia Department of Veterans Service is conducting market research and operating-feasibility analysis for a potential new State Veterans Home in north Atlanta, Georgia. The agency seeks input from experienced State Veterans Home and skilled-nursing facility operators regarding the appropriate city or county, facility size, neighborhood configuration, occupancy ramp-up, break-even occupancy, payer mix, staffing model, wages, operating costs, management fees, start-up costs, working capital, and long-term financial sustainability. Respondents are asked to evaluate facility scenarios ranging from 80 to 200 licensed beds and neighborhood configurations of approximately 16, 18, 20, and 24 residents. Responses should include clinical and direct-care staffing recommendations, five-year operating projections, break-even and no-subsidy assessments, comparable facility experience, design and development recommendations, operator qualifications, and a completed financial feasibility workbook. This is an information-gathering exercise for planning and feasibility analysis only; it is not a competitive solicitation and will not directly result in a contract award.
