The City of Atlanta is conducting a multi-step competitive procurement beginning with a qualification phase and followed by an Invitation for Bid. The resulting contract may include multiple awardees and will provide emergency, on-call services for snow and ice pretreatment, deicing, plowing, snow hauling, non-hazardous debris removal, obstruction removal, and disaster response throughout City-owned or maintained property. Contractors must furnish labor, equipment, tools, materials, supervision, qualified drivers/operators, hauling, processing, and disposal. Optional services include hazardous and household hazardous waste, white goods, electronic waste, soil, mud, sand, vehicles and vessels, putrescent and infectious waste, contaminated debris, and demolition debris. Contractors must maintain the licenses, certifications, insurance, equipment, trained personnel, supervisory capacity, and operational readiness necessary for rapid mobilization. The scope requires equipment inspection and calibration, qualified drivers and relief drivers for extended operations, reporting to an assigned Departmental Operational Headquarters before operations begin, and compliance with applicable local, state, and federal requirements. Compensation will be based on submitted hourly equipment and labor rates, with no guaranteed contract amount, duration, or volume. The solicitation also requires City of Atlanta Small Business Opportunity Program and Equal Employment Opportunity submissions, including non-discrimination, subcontractor outreach, and utilization documentation.
