Description
The Department of Veterans Affairs intends to award a firm-fixed-price contract for STAT laboratory testing at the Syracuse VA Medical Center, while this special notice also seeks information about other capable providers. Services include specimen pickup, transport, processing, analysis, and diagnostic reporting for surgical and clinical specimens, with pickup required within 30 minutes of a service request. Testing must be available 24 hours a day, 365 days a year, including holidays, and must support methods such as electron microscopy, immunofluorescence, immunohistochemical, molecular, and genetic studies as needed for STAT diagnosis. Results must be communicated to the VA, with written reports faxed within five working days; critical results require immediate notification when requested by an authorized VA employee. The provider must use board-certified pathologists and accredited technologists and submit evidence of a New York State Department of Health Clinical Laboratory Permit, a CLIA license, and CAP accreditation and/or Joint Commission accreditation. The notice identifies University Pathologists Laboratories as the intended sole-source awardee, but invites capable firms to respond for market research. Responses should demonstrate relevant technical expertise and experience and include business identity, size, socioeconomic category, and a point of contact. No subcontracting opportunity is anticipated.
