Description
The City of Santa Maria is soliciting proposals from qualified consulting firms to prepare a Citywide Drainage Study and Flood Mitigation Master Plan. The selected consultant will evaluate regional watersheds, City-owned stormwater infrastructure, County flood-control facilities, downstream receiving waters, flood-prone areas, and existing hydrologic and hydraulic deficiencies. The work includes development of hydrologic and hydraulic models for 25-year, 100-year, and 500-year storm events; assessment of existing and future conditions; consideration of climate-change effects; infrastructure and flood-risk assessments; and public, stakeholder, and agency coordination. The consultant must develop a No Action Alternative and up to three action alternatives, prepare planning-level cost estimates and implementation priorities, and advance the City-selected preferred alternative to approximately 10% conceptual design. Deliverables include technical memoranda, models, mapping, alternatives analysis, environmental and regulatory review materials, public-outreach materials, a Capital Improvement Program implementation strategy, and draft and final Master Plans. The Technical Proposal is limited to 40 single-sided or 20 double-sided pages, excluding specified items such as the cover letter, table of contents, organizational chart, resumes, and required forms; the Fee Proposal must be submitted separately as a PDF and include a completed Fee Proposal Worksheet.
