Description
The Export-Import Bank of the United States is seeking quotations to establish a Blanket Purchase Agreement for recovery services involving claims under its credit guarantee and insurance programs. The scope is limited to Argentina and includes borrower negotiations, settlements and workout agreements, credit restructuring, asset searches and due diligence, extrajudicial collections, legal proceedings and enforcement, asset seizure where legally permitted, and periodic case-status reporting. Contractors must provide the personnel, facilities, systems, travel, local counsel, investigators, and other resources required for performance, using properly licensed or legally authorized professionals in applicable jurisdictions. The BPA will use a due-diligence fee per assigned case and a contingency fee based on successful recoveries. The estimated aggregate ordering amount may not exceed approximately $7,500,000 during the five-year BPA period, although this is not a guaranteed minimum or maximum. Quotations must include separate technical and price submissions, demonstrate Argentina capability and relevant past performance, identify key personnel and local resources, address licensing and authorization requirements, and provide up to two relevant recovery projects. The solicitation also requires a completed pricing sheet, past-performance project questionnaire, and Argentina capability summary.
