Description
The Export-Import Bank of the United States is seeking up to two vendors to establish blanket purchase agreements for loan recovery services limited to Mexico. The scope includes due diligence and asset searches, borrower and guarantor negotiations, extrajudicial collections, settlements and restructurings, asset protection, site visits and investigations, recovery reporting, and legal enforcement actions when authorized by EXIM. Vendors must demonstrate Mexico-specific operational capability, access to properly licensed or legally authorized local professionals, conflict screening, information security, and the ability to manage multiple case assignments and required response times. Pricing must include a per-case due diligence fee and a contingency fee based on successful recoveries. The anticipated BPA period is five years, with individual calls or orders establishing case-specific work, pricing, schedules, and deliverables. The initial quotation must include separate technical and price quotations, Mexico capability information, up to two relevant past-performance projects, key personnel qualifications, conflict disclosures, and the completed pricing sheet or an alternative pricing plan.
