Description
The Export-Import Bank of the United States is seeking quotations to establish one or more Blanket Purchase Agreements for recovery services involving claims under its credit guarantee and insurance programs in the Dominican Republic. The scope includes due diligence, asset searches, credit analysis, borrower and guarantor negotiations, extrajudicial collections, settlements, restructuring, asset protection, legal enforcement, litigation support, and periodic case-status reporting. Properly licensed or legally authorized professionals must be used for litigation or enforcement activities in the applicable jurisdiction. The BPA period is anticipated to be five years, with a possible six-month extension, and individual calls or orders will define the assigned case, deliverables, schedule, and authorized pricing. Vendors must submit separate technical and price quotations, including a Dominican Republic technical and management approach, local capabilities and resources, key personnel qualifications, conflict-of-interest disclosures, past-performance information, and pricing for a per-case due-diligence fee and a contingency fee based on successful recoveries. The solicitation requires electronic PDF submission and evaluates technical approach, past performance, and price using a best-value tradeoff.
