Description
The New York City Department of Finance is soliciting bids for tertiary collection services for outstanding Business and Excise Tax judgments and warrants previously assigned to two collection agencies. The scope includes skip tracing, telephone outreach, dunning letters, asset and income location, case documentation, recorded communications, electronic reporting, payment processing coordination, and returning or closing cases as directed by the Department. The work excludes consumer and household debt, enforcement tools such as levies and litigation, text-message delivery, and settlement of tax debt. The contractor must operate from a secure facility and call center, maintain technical and operational safeguards for City, State, and federal tax information, support secure electronic referrals and system integration, provide trained and scalable staff, and comply with applicable debt-collection, tax-secrecy, privacy, cybersecurity, and ethical requirements. Dunning collection activities must be performed directly by the contractor, subject to limited staffing, human-resources, mailing, and IT-support exceptions. Bidders must demonstrate at least three years of comparable debt-collection experience and submit required responses through the City's electronic procurement portal, including the portal questionnaires and pricing items. The contract is anticipated to run through October 31, 2029, with up to two one-year renewal options at the City's discretion.
