Description
The Export-Import Bank of the United States is seeking quotations to establish a Blanket Purchase Agreement for recovery services involving claims, obligors, guarantors, and assets in Peru. The scope includes due diligence and asset searches, borrower negotiations, extrajudicial collections, settlements and workouts, credit restructuring, asset protection, litigation and other legal enforcement actions, and periodic case-status reporting. Legal proceedings require written Government authorization, and properly licensed or legally authorized professionals must be used in Peru. The BPA is anticipated to cover five years, with possible extension of up to six months, and may support multiple case-specific calls or orders. Vendors must submit separate technical and price quotations, demonstrate Peru capability and relevant past performance, identify local personnel or partners, address licensing and authorization requirements, and provide pricing for a per-case due-diligence fee and a contingency fee based on recovered assets. The estimated aggregate ordering amount may not exceed approximately $7,500,000 per BPA, but this is not a guaranteed minimum or maximum.
