Description
The Export-Import Bank of the United States is soliciting quotations to establish one or more Blanket Purchase Agreements for recovery services involving claims, obligors, guarantors, assets, and enforcement activity in Spain. Required capabilities include due diligence and asset searches, borrower negotiations and settlements, extrajudicial collections, credit restructuring, asset protection, litigation and other legal enforcement actions, recovery reporting, and coordination with Spain-based licensed or legally authorized professionals. The contractor must provide the personnel, facilities, systems, travel, local counsel, investigators, collection resources, supervision, and other resources necessary for performance. The BPA is anticipated to run for five years, with a possible six-month extension, and may support multiple case-specific calls or orders. Vendors must submit separate technical and price quotations in PDF format by email. The technical quotation must address the Spain-specific technical and management approach, local capability and licensing, key personnel, conflicts of interest, and past performance; the price quotation must include a due diligence fee and a contingency fee based on successful recoveries. The solicitation requests up to two relevant projects, with no more than three pages per project, and includes a buyer-provided BPA Establishment Pricing Sheet, Past Performance Project Questionnaire, and Spain Capability Summary.
