Description
The New Orleans Regional Transit Authority is soliciting proposals for day-to-day operations, maintenance, and support of passenger and vehicular ferry services on the Mississippi River. The selected contractor will operate scheduled ferry routes, provide fare collection and passenger-queue management, staff and train personnel, coordinate with the RTA and regulatory agencies, and maintain ferries and associated movable and immovable assets. Services include safety, security, emergency preparedness, customer service, performance reporting, National Transit Database reporting, facility operations, and compliance with U.S. Coast Guard and applicable federal, state, and local requirements. The initial contract term is five years, with two consecutive one-year extension options at the RTA's discretion. Compensation will be negotiated using a ferry platform service hourly rate, a lump sum for indirect costs, and a fixed fee; the loaded hourly rate may not exceed $525. Proposals must include three volumes: background qualifications, a technical volume, and a financial volume with the completed price proposal form and pricing methodology. The technical volume has a 75-page limit, while the background and financial volumes have no stated page limit. The solicitation requires extensive qualifications, project history, key personnel information, safety and operational plans, financial information, certifications, and supporting documentation.
