Description
El Paso Water is conducting the first step of a two-step public-private partnership solicitation for a renewable natural gas facility at the Roberto R. Bustamante Wastewater Treatment Plant. The project will convert anaerobic-digestion biogas into pipeline-quality renewable natural gas for injection into the regional natural gas system. The selected private entity will be responsible for project financing, design, permitting, regulatory approvals, construction, equipment and subcontractor procurement, commissioning, performance testing, integration with existing utility infrastructure, and security. Following completion, the private entity will operate and maintain the facility for the anticipated term, including staffing, training, repairs, replacements, residual management, gas-quality monitoring, marketing and sale of renewable natural gas, and management of environmental attributes such as renewable identification numbers. The qualification submittal will be evaluated on financial condition and management stability, safety, proposed staff and technical capability, and experience with comparable municipal renewable natural gas projects. Up to three firms may be shortlisted for a subsequent request-for-proposals phase.
