El Dorado County is establishing a qualified list of up to three traffic engineering consulting firms for as-needed services. The scope includes traffic planning; traffic counts; Level of Service and Vehicle Miles Traveled studies; traffic impact fee program support; traffic forecasting, demand-model updates, and microsimulation; transportation system and congestion management plans; and design or review of traffic signals, freeway interchanges, intersection configurations, signing, and striping for County- and developer-driven projects. Respondents must demonstrate relevant public-sector experience, qualified California-licensed staff or subconsultants, familiarity with County, Caltrans, state, and federal procedures, staffing availability, workload capacity, and the ability to respond promptly to task assignments. The response requires a fee schedule with maximum hourly rates for three years, and applicable assignments may involve prevailing-wage requirements and local, state, or federal funding. The resulting qualified-list agreements are expected to have no guaranteed minimum or maximum work.
