Description
Baltimore County, through its Department of Health, Bureau of Behavioral Health, and Local Behavioral Health Authority, seeks a qualified organization to provide a physical plant and develop, license, and operate a behavioral health crisis stabilization center. The center must serve individuals of all ages and insurance statuses experiencing mental health crises, substance use crises, overwhelming situational crises, or trauma-related needs, including voluntary and involuntary admissions. Services must operate 24 hours per day, seven days per week, and 365 days per year, and include triage, medical screening, crisis assessment, counseling, de-escalation, safety planning, stabilization, withdrawal management, medication management, referral coordination, transportation, and follow-up care. The selected offeror must provide dedicated first-responder and walk-in entrances, on-site basic laboratory testing, seclusion and quiet rooms, multidisciplinary staffing, culturally and linguistically competent services, and written referral agreements with community providers. The center must become Maryland Medicaid-approved and licensed within three fiscal years of contract initiation and remain licensed throughout the funding agreement. The offeror must develop outreach, expansion, staffing, training, quality-assurance, and implementation plans; participate in Maryland’s care-traffic-control and bed-registry systems when operational; and submit required program, fiscal, and outcome reports. Grant funding will support start-up and sustainability costs, including services not reimbursable through Maryland’s public behavioral health system.
