Description
Baltimore County's Bureau of Behavioral Health is seeking qualified organizations to provide Mental Health Case Management: Care Coordination services for eligible children, youth, young adults, and families residing in Baltimore County. The selected provider must deliver all three service levels, including comprehensive assessments, individualized plans of care, Child and Family Team facilitation, community-resource linkage, benefits and entitlement assistance, behavioral and somatic health referrals, advocacy, monitoring, crisis responsiveness, and coordination of customized goods and services. Providers must also offer Targeted Case Management Plus services. The scope requires compliance with applicable Maryland regulations, Medicaid and public behavioral health standards, reporting and quality-assurance requirements, staffing and training requirements, outreach and referral processes, quarterly and annual outcome reporting, and policies addressing in-person versus telehealth services. The contract is scheduled to begin July 1, 2027, for one year, with up to four additional one-year renewal options. Proposals must include the required procurement forms, organizational qualifications and licenses, insurance documentation, site-visit reports, and a detailed technical proposal addressing service delivery, population needs, principles and values, staffing, quality assurance, organizational capacity, economic benefits, and implementation.
