Description
The U.S. Navy is soliciting small-business prime contractors holding a SeaPort contract to provide firm-fixed-price battle watch support for Commander, Navy Installations Command. The requirement supports continuous 24/7 Shore Enterprise Operations Center coverage, including monitoring classified and unclassified systems, screening and analyzing operational reporting, maintaining situational awareness, identifying trends and vulnerabilities, disseminating critical information, supporting crisis-action operations, and producing daily, monthly, and quarterly analyses. Personnel must provide continuous watch coverage, possess relevant operations-center and operational-reporting experience, and support emergency-management and continuity-of-operations activities. The primary watch-standing location is Building 111 at the Washington Navy Yard, with approved off-site work permitted for certain analytical tasks and deliverables. The base period runs from November 1, 2026, through October 31, 2027, followed by four one-year option periods and a final six-month option period. The solicitation uses a two-step process: Step One requires a brief experience submission and verification of an active Secret Facility Clearance Level; only sources determined viable may submit the Step Two non-price and price quotation. Step Two requires searchable PDF volumes covering the performance approach, past performance, and pricing, with a completed SF 33 and solicitation pricing pages.
