Description
The U.S. Department of State is conducting market research for a global talent acquisition and applicant tracking system supporting recruitment at more than 170 U.S. embassies and consulates worldwide. The desired solution should integrate with or be native to PeopleSoft HCM; manage recruitment approvals, vacancy announcements, candidate screening, interviews, selections, offers, onboarding, reporting, analytics, data migration, and workflow permissions; and support country-specific hiring processes, multiple languages, multiple currencies, mobile and low-bandwidth access, and high application volumes. The solution must address federal security and accessibility requirements, including FedRAMP authorization or a plan to obtain it, FIPS 199 Moderate impact, U.S.-based data residency, Section 508 compliance, Department single sign-on, secure public applicant access, audit logging, privacy, subcontractor and subprocessor controls, and artificial-intelligence governance. Responses must answer the numbered questions in the RFI, be limited to 10 pages, use Microsoft Word or searchable PDF format, identify assumptions, risks, dependencies, and unclear requirements, and provide nonbinding rough-order-of-magnitude pricing for licensing, implementation, migration, integration, training, support, and optional modules.
